Start with the main directory sites: Bing Local, Yahoo Local, Merchant Circle, Manta, Thumbtack, etc., these should be a good start.
Just out of curiosity is there a way to find out if any quality (or disreputable) sites are currently linking to your site?
You are better off just letting it happen. Trying to fight the guys that steal your content is like pushing a boulder up hill. There are ways to check bad neighborhoods but you will spend all of your time doing it.
